WHAT the **** IS WRONG WITH MY COMPUTER >=l?

Right when i get on my computer it's fine for like 30-45 seconds in that amount of time i have to get an internet explorer page up and yah. But my whole desktop freezes up right when this toolbar item pops up. Like the links don't enlargen. And The program on my toolbar looks like a little white circle with little lines going though it. Kind of like a sphere. I'm getting really frusterated and pissed off. And when i press my volume nothing happens. It's like everything is disabled? what is wrong?? The toolbar image looks like a white circle with lines of longitude running through it??? What can i do?? PLEASE HELP!!!? Right now my dell touchpad little toolbar item isn't moving either?
