How can I safely dispose of lithium batteries?

I have two lithium perchlorate batteries which, according to regulations, may be clified as hazardous waste. I do not know of hazardous waste dumps here in Puerto Rico. Can I seal them real tight, wrapped in double or triple plastic, and send them to the manufacturer for their disposal?
