Is this considered soliciting?

I sometimes have questions about financial aid and then there will supposed "loan officers" answer the question with a copy and pasted "form" for me to fill out. Even though I am fairly certain it is fake is it legal to do on YA? Are they able to get around it if they say, "My sister had the same problem she went to blah blah blah" and click on it its pretty much just a regular search engine but on a much smaller scale. But if they say, "Hi I am So-So I own my loan company with 2% interest..." that is not? Or is it fine. I would post an example but I am not sure if that is allowed because it has that person's info without their consent sort of speak.
